dc.descriptionThis paper is an updated version of the paper of similar title published in September 1998 {21} modified to take into account recent experimental results and recommendations from CODATA {19} and also to incorporate a correction. The original abstract follows and is still valid. A 1960's suggestion by R. P. Feynman, concerning the possibility of carrying out a "finite" renormalization procedure in quantum electrodynamics, is here implemented using a newly discovered "formula" for alpha, the fine structure constant.
