dc.descriptionThe constrained instanton method is used to study quantum creation of a $BTZ$ black hole. It is found that the relative creation probability is the exponential of the negative sum of the entropy associated with the outer and inner black hole horizons. The quantum creations of the 4- or higher dimensional versions of the $BTZ$ black hole are also studied.
