We demonstrate that the result of the averaging crucially depends on the properties of residual strong nucleon-nucleon interaction. Natural way to elucidate this problem is to investigate experimentally PNC spin rotation with nonmonachromatic neutron beam: $E \sim ΔE \sim 1MeV$.
