For $s\in(0,d)$, the Riesz $s$-equilibrium measure $μ^{s,A}$ is the unique Borel probability measure with support in $A$ that minimizes $$ \Is(μ):=\iint\Rk{x}{y}{s}dμ(y)dμ(x)$$ over all such probability measures.
