Strength concentrations at lower energies are found but no narrow resonances. Only one possible scenario of $^{11}$Li structure is in close correspondence with MSU and RIKEN experimental data.9 A4 pages, Latex with psfig, Surrey preprint CNPR93/2Nuclear TheoryElectromagnetic Dipole Response as a Test of the $^{\bf 11}$Li g.s.
